Hospital Manager

Job description

We are working with an Italian NGO who work in Uganda. They are looking for an experienced Technical Hospital Manager for a Local Hospital.

You will be employed by Italian NGO with an Italian contract and deployed on location at the Hospital in Uganda as The Technical Hospital Manager.
You will be working on site at the Hospital in Uganda and a residence will also be provided as part of the package. 

The conditions of the contract will be defined depending on candidates experience and the salary will be up to 50,000.

The Technical Manager will be responsible for the following Departments: Technical Department (Workshop) and IT Department and reports directly to the Institutional Director.

The Technical Manager is responsible for effectively managing all technical and related services at the hospital, including risks related to infrastructure and assets, all plant and equipment (both clinical and non-clinical). You will coordinate and oversee all the technical activities within the Hospital (Biomedical & Electrical teams; mechanical, plumbing, painting, carpentry departments; the technical store, compound & fire fighter teams; drivers and vehicle maintenance). The Technical Manager also manages the IT department, especially the development of infrastructure, backup systems & help desk and programs.
You will implements and executes the investment policies approved by the Hospital Directors and the Board, under the supervision of the Institutional Director and in full cooperation with the Technical Advisor.
The Technical Manager would be expected to provide technical assistance to the Project Development Staff (currently split between Uganda and Italy)

Key Responsibilities:
-Management of all hospital facilities, clinical infrastructures and assets.
-Management of all staff in the Technical Department (oversight of 40 staff)
-Management of technical related purchasing and expenditure.
-Management of Hospital Energy policies and procedures
-Implementation of Hospital policy and procedures to manage and maintain the hospital facilities and assets.
-Enforcement of Hospital policies and procedures to staff members as well as contractors to ensure the mitigation of all risks.
-Ensure compliance with the Occupational Health and Safety Act and other related legislation.
-Ensure quality and safety assurance during and after completion of contracts as the safety custodian.
-Responsible for project management of all small building projects at site.
-Responsible for the financial performance and budget of the Technical Department.
-Custodian of the asset management database on the CMMS (Computerised -Maintenance Management System) ensuring reliability and validity of all data.
Management of the maintenance management system, ensuring that all equipment risks are managed and that all repairs and maintenance is conducted, as and when required.
-Prepare monthly reports and ad hoc reports as requested reports on staff, contractors, facilities and assets of the hospital.
-Attend Hospital and Regional meetings as well as inter-departmental interaction with a focus on technology.

Skills and Expereince required:
You should have a degree in Engineeringor IT, experience in technical management, preferably in the Hospital sector. It is necessary to be competent in (hospital) technical systems and IT infrastructures, in energy and water management and preferably in healthcare technology.
-Degree /Diploma in Technical Subjects
-At least 5 years work experience in hospital technical management (or other)
-Knowledge of hospital technical systems and IT infrastructures.
-Understanding of energy and water management
-Solid understanding of healthcare technology
-Excellent organizational and time management skills
-Excellent written and spoken English
-Ability to supervise, train and mentor staff
