Head of Monitoring, Evaluation and Learning (MEL)

Job description

An international charity that helps women become successful entrepreneurs are currently looking for an experienced Head of Monitoring, Evaluation and Learning (MEL). The candidate will work closely with the Programmes Team.
The successful candidate will play a vital part in strengthening organisation's MEL framework, as part of the on-going commitment to achieve maximum impact in the programmes. This is a particularly exciting time to join the organisation as they are in the middle of digitising our MEL systems, starting with our programmes in Eastern Africa. MEL is a growing area of work for the charity and the new Head of MEL will be integral to shaping and delivering our approach and strategy, working closely with the Senior Management team.

The role is highly international, working especially with colleagues across Afghanistan, Kenya and Tanzania.

Key responsibilities
Lead the establishment and roll-out of standardised approaches to organisational MEL, ensuring the tools, processes and skills are in place to understand the impact of our work on the communities and people they support
Ensure the organisational' s MEL framework evolves to effectively incorporate new priority programme areas (gender, accelerators, climate)
Engage high level stakeholders within the charity and in network partners, securing their buy in and understanding of strategic MEL initiatives (digitisation, benchmarking or similar) to ensure their successful implementation
Oversee the application of the charity's results measurement framework, ensuring portfolio programmes consistently capture essential impact metrics
Work with network partners to ensure MEL deliverables are implemented to the highest quality; that project data is accurate, and analysis well understood by project teams

Person specification
Excellent knowledge of monitoring, evaluation and learning (MEL) gained from several years working in senior positions within international development organisations
A demonstrated track record of designing or adapting organisational MEL systems and processes to keep pace with evolving project needs
Strong experience of working in network or matrix structures, supporting implementation without direct line management.
Experience providing MEL support to complex projects (setting out MEL plans, and evaluation frameworks, developing data collection tools, leading on data analysis and reporting etc).
An ability to think both strategically and operationally around the application of appropriate evaluation methods, tools, and processes in different contexts.
Good knowledge of international development issues, especially women's economic empowerment and enterprise development.
