Quality and Effectiveness Manager

Job description

An international charity are looking for a Quality and Effectiveness Manager to be responsible for the quality of the charity's programmes globally, ensuring that their work is world class relevant and effective.

You will be responsible for maintaining the quality and effectiveness of their programmes to ensure that our work best meets the needs of humanitarian actors. You will work in collaboration with programme teams and lead a team to manage the range, relevance and quality of learning services. You will lead organisational drive for continuous improvement through efficient and insightful monitoring evaluation and learning, as well as understanding and demonstrating impact.

As Q and E Manager, you will be responsible for developing and implementing annual workplans and budgets that contribute to the charity's strategy.

Key Responsibilities:
-Oversee the development of new curricula and updating of existing curricula. Lead your team to ensure the charity has fit for purpose tools and platforms for providing effective learning programmes,
-Identify and realise opportunities to enhance our capacity development services through liaising with partners
-Input into proposal writing and review to ensure past lessons learned are incorporated into future learning solutions
-Provide technical advice and quality assurance for the continuous improvement of capacity development services
-Be the organisation's lead authority, providing technical advice, in programme and project design.
-Lead on the integration of global standards on learning and assessments in the sector in charity's quality assurance processes and systems.
-Oversee a programme of monitoring and evaluation across their programmes including managing lessons learnt and ensuring learning embeds within the organisation
-Understand and demonstrate the impact of the charity's work and advocate for capacity building to make humanitarian action more effective Capacity development of staff and Associates
-Support staff and consultants to ensure optimum quality
-Provide support for e-learning in project start-up phase and on the job guidance for staff during implementation.
-Take overall responsibility for developing and management of the Q&E team's annual operational plan and budget, Maximise the extent to which activities are funded through earned income and restricted programme funding in accordance with organisational targets.

Skills and Experience required:
-Degree level qualification or equivalent, preferably in a relevant subject e.g. quality assurance, learning and development, or a similar humanitarian/development related field
- Extensive experience in working on quality assurance or programme effectiveness, preferably in humanitarian/development operations including, including at extensive management experience
-Experience of delivering training courses or other capacity development services programmes
- Deep knowledge of Learning and Development methodologies with substantial direct experience of design and implementation of a broad range of learning initiatives and activities.
- Knowledge of MEAL methodology and significant experience of design and implementation of MEAL systems
-Project and programme management skills, including experience in context, problem and log frame analysis and of managing a large and complex programme.
-Excellent skills in budget preparation, monitoring and financial management procedures.
- Experience of managing a team and creating a results-orientated environment
- Ability and willingness to travel internationally, sometimes to difficult/insecure locations.
